Bike rack question (Fiesta)

Hi everyone,
Let me ask you folks something. My sister drives Fiesta, and sometimes she has to transport two bikes. You know, it is very inconvenient for her to take off wheels and then install everything back.
So I was wondering, if carrying the bikes on the roof is a good idea? Don't they whistle on speed? And are they guaranteed to stay on place?

And yes, I always use my truck's bed when I have to carry something, so have never dealt with any sort of bike racks...
